Explanation

Polite invitation or suggestion form. Used to invite someone to do something together.

[Verb ます-stem] + ませんか

一緒に映画を見ませんか。

Issho ni eiga wo mimasen ka.

Won't you watch a movie together (with me)?

お茶を飲みませんか。

Ocha wo nomimasen ka.

Would you like to have some tea?

This is an invitation, not a negative question about ability.
